A publisher is directed by link or otherwise to /openx/clients/publishers.php (which can be renamed) as seen in the demo here: http://www.openxpayments.com/demo/clients/publishers.php

From there the publisher is in a "pending" state requiring approval. You can approve or delete the pending publisher, send email, and create publisher zones as shown in the last two images here: http://openxpayments.com/features-and-settings/features-and-settings/

There is no "automatic" payment mechanism for a publisher built into RevMax however. There is however plenty of room to code your own, and the information is easily found in the existing reports plugin, as RevMax adds the revenue information to campaigns when a advertiser signs up and makes payment.
